Yard Operations

Hi, i'm trying to create a yard operation in my simulation where i can simulate house keeping of containers in the model of my container yard. But every time that i try to create the operation i get no movement in the simulation it's as though the operation becomes null and void. I created a "Full Container Range" area for the container to be house-kept from to the official loading area but still it is as though nothing was created. some insight would be greatly appreciated.
